Description:
White fur and white hair decorate this sea-dweller. Shelly has a pair of glassy sky-blue eyes. Her hair frames her face as the bangs are almost shoulder length but the rest of her hair is pulled up into a ponytail with the use of seaweed. Peeking from her hair are two round furry ears. On her forehead, Shelly wears a gold tiara that has a large white shell fastened to it with a red stone at the base of it. She wears a greyed light-blue sleeveless shirt with a triangle on the front pointing at the collar. Her skirt, also light blue, has a blue design of ocean waves on the rim. on her waste, she wears a blue band that looks like a belt. On her fore-arms, she wears gold wrist bands. Around her neck is a necklace with a red stone similar to the one on her forehead. On her feet, Shelly wears an odd pair of skin-tight footwear that goes up to just below her knees where a shell is fastened on each leg. On the sides of these shoes are are little wings.

Personality:
Shelly likes living life to its fullest. Going to movies, hanging out with friends, exploring new places and other such fun activities. Most of all, Shelly likes pulling harmless pranks (Such as the classic woopie cushion). She doesn't care for war and would rather everyone just go party together. Energetic and charismatic, Shelly will never conduct herself as "patient" for long but she is still young and learning the ways of politics.


Powers:

1.) Royal Glow (Light) - Due to being royalty among seabears, Shelly can glow from any part or all parts of her body. Eyes, hands, torso, tail, or all of the above... it doesn't matter. The luminescence can reach a brightness of 10 lumins, allowing sight in any dark area. Shelly normally only uses this in dark areas, but it is sometimes kicked off by emotion, such as embarrassment or even sometimes by anger.

2.) Dual Breathing (Water) - Shelly can breathe both water and air interchangeably.



Skills:

1.) Champion Swimmer - Since swimming is one of her absolute favorite activities, Shelly is an incredible swimmer, capable of swimming up to 20 mph under water. Shelly has gotten the best training available and is capable of some amazing feats such as jumping a good 15 feet out of the water and can swim circles around anyone.

2.) Royal Training - Shelly was brought up to some day rule her kingdom. She has been taught etiquette, history, politics and just about anything you can think of for required training in the royal family. This gives her an advantage over rulers without such training (I.E. Mittens, Alexis, etc) as she can recall history's lessons and not repeat mistakes made in the past.

3.) Game Master - Whenever she can get away with it, Shelly plays games of all kinds. She's not a pro at all of them, but she knows a good number of them and can win just about any DDR challenge that comes her way. If something is a game or plays like a game, Shelly picks up on it really quick and will likely be competent at it.


Weaknesses:

1.) Water Necessity (Water) - Shelly can not endure dry areas very well. This is worth mentioning since she could very well suffer heat exhaustion from less than half the required amount of dryness and heat a normal person has to suffer.

2.) Princess (Order) - Despite her extreme physical fitness and other things that would indicate the contrary to this weakness, Shelly is physically sensitive and very easy to hurt. Her ability to deal with pain is very low and she can go unconscious with relative ease. While her physical fitness allows her to be able to keep going, her mind doesn't. Pain is a STRONG deterrent for Shelly.



Equipment:

1.) Ruler's Pendant (Divine) - Every ruler of an attribute gets this ring. The ring can teleport their owner and anyone he or she touches to the owner's respective city's throne room. It can not teleport anywhere else; not even the place it just came from. The ring is somewhat sentient, understands when it is in danger it can not handle and will warn their wearer to leave if such danger occurs. Should the ring get destroyed somehow, it will vanish just before destruction can overtake it and it will teleport to its respective ruler's throne room unharmed.

2.) Ruler's Crown (Divine) - Each ruler has their own crown shaped for their position. Whoever wears this crown is respected by everyone to some degree and anyone of the same alignment is bound by law to obey the wearer's every command. It has the power to stay on the head of it's wearer no matter what until the wearer willingly takes it off and gives it to someone. It also has the power to protect it's wearer from any form of mind control, even giving it's wearer reminders to not take it off when they are tempted by words.

Water: This crown represents water and appears as a golden headband with a large pearly shell at the front end, fastened by a red gemstone which is embedded into a gold circle.

3.) Custom Swimming Clothes (Mundane) - Shelly had a royal outfit custom made for her as "play clothes" that she takes with her everywhere. Form fitting and capable of resisting the wear and tear of salt water, this set of clothing is ideal for both swimming and looking like a water princess for all intents and purposes.

4.) Sword of Urser (Magic) - Shelly never carries this sword with her when outside of her Kingdom and its location is kept a secret. The sword is capable of moving the oceans and controlling water. While it can not effect individuals by messing with their internal water content (people are about 70% water), it can effect humidity levels and such, thus can create water attacks even outside of large bodies of water. Shelly seeks and claims this sword in times of great need, such as her Kingdom being under attack. The sword belongs to the Ruler of Water, whoever it may be.



History:
Shelly was born into her position as has been the tradition for the Water Kingdom since as far back as the records show. She was raised in the palace by a pair of caring parents who did not spoil her and broke many royal methods of raising a child in the process. However, Shelly was a free spirit and fun loving to the core. This part of her could not be tamed and her parents knew this, so they helped her enjoy her childhood as much as possible, taking her to grand events, plays, carnivals, and the like. Shelly eventually picked some absolute favorite activities: Swimming and pranks. When she turned 15, her father passed the crown to her as per tradition for training. No better way to learn than actual experience. Shelly is now the brand new Ruler of the Water Kingdom and is watched over by her parents. With this new responsibility, Shelly plans to change how not only the Water Kingdom runs things, but how everyone in the Heart of the Universe do things.
